Obstacles Persist for Relief Supplies in Northern Gaza Regardless of Temporary Peace
Although the border entry point from Egypt starts functioning in the coming days, humanitarian organizations face significant challenges distributing supplies to Gaza City, the territory worst hit by food shortages, specialists report.
Access Problems
Major routes are virtually impassable due to massive destruction across the devastated territory – or are still occupied by military units. Any transport that stops working is likely to be quickly plundered.
The main entry point, the key gateway to the northern territories, devastated by multiple years of conflict, has been shut down for several weeks, and authorities have notified aid groups in Gaza that there are no short-term arrangements to open the crossing, per reports from relief personnel.
Destruction in Northern Gaza
The main city was the objective of a significant armed campaign initiated in August that was continuing when the temporary truce was finalized recently.
Devastation in the northern region has been massive, with complete communities including local municipalities and neighboring towns in ruins as well as many of the surrounding regions of the main city.
"Any activation of a access route into Gaza is beneficial, but we need to ensure we can reach people where they are," stated a policy expert from a relief agency.
Relief Circumstances
Observers said many of the approximately 300,000 people who have gone back to the northern area from the overcrowded coastal zone where they had been living during the military operations were now "staying" among the debris of their homes, often without any shelter and with insufficient food or water.
An official from a humanitarian body said the destruction in Gaza City was "shocking".
"It is street after street, building after building ... there is urgent requirement for water. Conditions are severe. We need each access route operational," the spokesperson, who was in the urban center earlier this week, said.
Insufficient Access
A local director working from Gaza City said the requirements in what used to be the region's bustling commercial and cultural hub were "immense".
"There is hope and faith but there needs to be rapid progress on the crossings. We haven't seen substantial progress on the reality yet," the representative said.
"There remains a very limited amount of aid [and] we are just beginning to understand the level of destruction. Numerous roads are completely covered in debris ... there is almost no home that is undamaged. There remains harm and live explosives across the region."
Ongoing Developments
In recent days, aid agencies said limited amounts of essential fuel entered Gaza for the initial occasion in many weeks, along with shipments of wheat, grains and fresh vegetables. The additional resources sent commercial prices falling.
Within a central community, a civilian said there had been some improvement since the ceasefire.
"Commercial areas are containing food, vegetables, and fresh fruit, although the costs are continuing to be expensive and not attainable for all people," the person commented.
Winter Requirements
"Our most important needs now, especially with the coming of colder weather, are to have a tent to shelter us from the cold and cold-weather clothing because the markets do not have adequate garments for us or, if they can be found, they are extremely limited and very expensive."
Multiple UN-supported food preparation facilities in various locations have restarted operations since the truce.
Assistance Delivery
Transport were stated to have entered the humanitarian corridor from Israel to Gaza during Wednesday, though precise counts were uncertain.
The country's media outlet reported that Wednesday's aid deliveries would include food, healthcare equipment, fuel, fuel for cooking and tools to restore vital infrastructure.
"Humanitarian aid remains flowing to the Gaza Strip through the border access point and other crossings after Israeli security inspection," an Israeli security official stated.
Delivery Complications
But counting the volume of transports could be inaccurate, warned a professional from a relief agency. "It's crucial to understand the materials within the trucks and their capacity levels for it to be a truly significant measurement," the expert said.
Private companies are dispatching groups of vehicles containing sweets, fizzy drinks and snacks, which have poor dietary quality, while emergency treatments for minors or people who have been without proper sustenance for multiple years are limited.
Medical Conditions
Within the northern urban center, only few healthcare facilities are functioning, compared with numerous in earlier this year.
Numerous organizations have millions of dollars of humanitarian goods warehoused near the territory awaiting entry. A humanitarian body assisting Palestinians across the territory for many years has extended provisions of food for the entire population ready to be delivered.
"We maintain the resources, the equipment and the expertise ... we only require the entry," said a humanitarian staff member, recently returned from Gaza.
Diplomatic Aspects
An international initiative specifies that "full" aid should enter Gaza and be allocated through humanitarian bodies and the Red Crescent, without interference from either armed factions or state authorities.
This seems to prevent the disputed government-supported relief agency which began operations in earlier this year, causing chaotic scenes and multiple fatalities as large groups of people assembled around its distribution sites.
